For the most part, this is tracking the proposed industry standard. There is a question about incrementing the API version, which will be discussed on the Azure Breaking Changes review board.

Hello @markweitzel, I've created PR https://github.com/Azure/azure-rest-api-specs/pull/22590 to create a base line for the API version increment. Once that PR is merged into main, I will merge those changes to https://github.com/Azure/azure-rest-api-specs/pull/19539 (or create a new PR if it's easier to review) so that the Features APIs are a part of 2023-03-01-preview.
