Swagger pipeline restarted successfully. If there is ApiView generated, it will be updated in this comment.
NewApiVersionRequired reason: A service’s API is a contract with customers and is represented by using the api-version query parameter. Changes such as adding an optional property to a request/response or introducing a new operation is a change to the service’s contract and therefore requires a new api-version value. This is critically important for documentation, client libraries, and customer support. EXAMPLE: if a customer calls a service in the public cloud using api-version=2020-07-27, the new property or operation may exist but if they call the service in a government cloud, air-gapped cloud, or Azure Stack Hub cloud using the same api-version, the property or operation may not exist. Because there is no clear relationship between the service api-version and the new property/operation, customers can’t trust the documentation and Azure customer have difficulty helping customers diagnose issues. In addition, each client library version documents the service version it supports. When an optional property or new operation is added to a service and its Swagger, new client libraries must be produced to expose this functionality to customers. Without updating the api-version, it is unclear to customers which version of a client library supports these new features.

We are using 3 versions as of now to roll out our changes, “2021-02-01-preview”, “2021-05-01-preview” and “2022-02-01-preview”. Our service (Network Security Perimeter) is still in private preview and is being tested by only one customer. Therefore, I have made all the files consistent in the above stated version folders and removed our changes from any remaining folders. The other versions are in use by other teams. The changes that I have added are not a breaking change since we are still in private preview. To answer your question specifically, I have removed our files (including networkSecurityPerimeter.json) from the “2021-03-01-preview” folder as we do not support that version. Let me know if you have any further questions and if its okay to approve the changes.

I have made the necessary changes in the ADO task : https://msazure.visualstudio.com/One/_workitems/edit/15891696/

The SDK breaking changes are not related to this PR.
The changes are related to a new service called network security perimeter (NSP) which is not yet exposed to customers. In this PR, we have used the same version that we had used earlier (2021-02-01-preview) as all the resources and APIs need to go together.
I can see from the wiki that a newer preview version is to be used. However, if we have to use anything other than the existing versions (we have 2021-02-01-review and 2021-05-01-preview), we need to add them in the NRP manifest file. The manifest rollout will take a lot of time and we may miss the release deadlines
What I mean is the SDK breaking changes. I don't think the below part is related to your PR.

Please follow up with @JeffreyRichter to review this breaking change.
If the 2021-02-01-preview version is already available to customers, then we cannot change it in any way (as per Azure policy). Doing so would mean that we have multiple versions of a single version and this is very confusing to customers and Azure Customer Support Services when they try to help customers because it's impossible to ask a customer what version of the service they are using and know what features are or are not supported in that version.
Azure's policy is designed for the best customer experience and not designed to simplify or speed up the manifest deployment for MS engineers. Any changes to an API contract (including additions) must be done via a new api-version (as per Azure policy).
