Add scheduled shutdown API support
MSFT employees can try out our new experience at OpenAPI Hub - one location for using our validation tools and finding your workflow. Azure 1st Party Service can try out the Shift Left experience to initiate API design review from ADO code repo. This was a preview feature since March 2021, changes for this were dropped from the swagger inadvertently I believe.

There's another PR that is adding this to preview, this is going to be added for both preview and stable at same time?

@zizw123 This was a preview feature since March 2021, changes for this were dropped from the swagger inadvertently I believe from preview. We are GA'ing this feature this quarter.
