The supported api-versions are '2015-08-15-preview, 2016-02-03, 2017-01-19, 2017-07-01, 2018-01-22, 2018-04-01, 2018-04-01-preview, 2018-12-01-preview, 2019-03-22-preview, 2019-03-22, 2019-07-01-preview, 2019-11-04, 2020-01-01, 2020-03-01, 2020-04-01, 2020-06-15, 2020-07-10-preview, 2020-08-01, 2020-08-31-preview, 2020-08-31, 2021-02-01-preview, 2021-03-03-preview, 2021-03-31, 2021-07-01-preview, 2021-07-01, 2021-07-02-preview, 2021-07-02'. Both the API version "2021-07-02" and the location "westus" are listed in the error message as supported. This article, https://docs.microsoft.com/en-us/azure/azure-resource-manager/troubleshooting/error-register-resource-provider?tabs=azure-cli, listed 4 reasons. One of them is "The required resource provider hasn't been registered for your subscription.". Can you check?
