ISSUE TITLE: Configure Log Analytics workspace and automation account to centralize logs and monitoring: Location is hard coded.

ISSUE DESCRIPTION: Within this policy, on line 107 is the following

            "location": "West Central US",

I cannot find a reference within docs.microsoft.com which explains what this value is for, however for certain customer, the do not want any code to be executed outside of specific regions, and therefore I would assume this should be a location parameter
