ASB description references "Azure Security Center"

Two problems with the current description of ASB:

• It still references the old branding (Azure Security Center)
• It describes itself as ASB "v2" even though it's v3

PROPOSED: "description": "The Azure Security Benchmark initiative contains the policies for implementing the security controls defined in Azure Security Benchmark v3, see https://aka.ms/azsecbm. This also serves as the default policy initiative for Microsoft Defender for Cloud, and as the foundation for many of its security recommendations. You can directly assign this initiative or manage its policies and compliance results within Defender for Cloud.",
