Remove sample.dat from all non-portal feeds

sample.dat is not relevant for client tools and should be removed from all feeds except the portal feed.

@bnb this is the issue you’re looking for.

I don’t have the full context for why the file exists, but I think it’s needed in the portal. Perhaps the better thing to do is to have vs code and core tools remove them when generating a function.
