Issue tracking the work to restructure templates for .NET Isolated based on targets

The primary work associated with this issue is moving the .NET 6 to a folder named net6.0 under https://github.com/Azure/azure-functions-templates/tree/dev/Functions.Templates/ProjectTemplate_v4.x/CSharp-Isolated
