Reenable proxy tests

Reenable the following tests for proxies:

  1. ProxyFunctionDescriptorProviderTests.ValidateProxyFunctionDescriptor
  2. ProxyFunctionDescriptorProviderTests.ValidateProxyFunctionInvoker
  3. ProxyFunctionProviderTests.ProxyMetadata_WhenProxyFileChanges_IsRefreshed

This is currently blocked on an updated proxies package.
