Reevaluate how experiments are run within `azd`

We have seen issues in the past where communicating with our experimentation platform can fail and timeout when azd is running behind any internet filtering devices such as vnets, firewalls, etc.

This issue is to track any planning around how to create a non-blocking experimentation experience for A/B testing for new azd features.
