User-facing timing outputs

Some questions we'd like to be able to answer:

• Be able to see provision terms per asset

There are two parts to this:

• User facing (print out to terminal)
• Add measures to any telemetry events that capture time (command/service)

Once we measure timing and telemetry events, we can easily update any "final progress" output to include the timing if necessary. This will be explored later on.
