Missing environment variable 'VITE_APPLICATIONINSIGHTS_CONNECTION_STRING' in todo templates when loading frontend page.

Describe the issue: Test todo templates. Run azd up, get error as follow:

Repro Step:

1. Login in with command: azd auth login.
2. Execute command: azd init todo-java-mongo-aca --branch staging .
3. Run azd up .
4. Click the web service endpoint after the deployment completed. And you will see this error.

Environment:

• Template: todo-java-mongo-aca todo-nodejs-mongo-aca todo-python-mongo-terraform
• OS: Windows
• Azd version: azd version 1.8.0-beta.1-daily.3649348 (commit 85f86be69c647f62cab6f5e42988d19df8bff03f)

Expected behavior: Run azd up, click the web service endpoint after the deployment, and the web page can be opened successfully.
