[Issue] azd provisioning time displayed isn't accurate

When you run azd provision it outputs a time that isn't the actual provisioning time. It is the client side time including the time it takes a user to complete prompts.

Instead of counting the client time, can we query the deployment and get the actual provisioning time from Azure?
