[Issue] Suggest defaulting aks manifest files to infra instead of relative to service.

I see k8s manifest files as being closer to infra than app source.

Right now with azd k8s manifest files default to "service path"/manifests.

I have moved mine to "infra/"service name" because it feels more natural to me.

I'd like to see if we can move the default to there instead of relative to service.
