[Dependency] Use OneAuth for authentication

This issue tracks work to integrate OneAuth, a first-party authentication library. This will enable SSO with other dev tools and simplify adding new features like brokered authentication.

Related: #3216. Doesn't close this issue, but uses OneAuth v1.100.0 for interactive auth on Windows and does some initial build work.
