Create a new Azure-Samples for the terraform version of todo-nodejs-mongo

• [ ] Create new Azure-Samples repo
• [ ] Build out required terraform infra components

Need to figure out if we need to have separate samples for specific provider implementations. Needs discussion.

We've now locked on having two separate samples - one for Python and one for node.js. Removing discuss label/unassigning myself 😸, please let me know if there are other questions around this!
