EngSys signing performance improvements

1. Sign on a Linux VM (faster recycle)
2. Send signed bits to a folder that isn't called signed ... in cases where we don't sign, skip signing and have upstream pipelines put the bits in appropriate location. Downstream jobs should consume from these locations.
