[WIP] Create outbound public ips for aks clusters / load balancers

Reason for Change:

As per S360 action items for our team, we are supposed to onboard a custom service tag for generating public ips. ACN PR pipeline uses 8 cluster creation scenarios where the load balancers are assigned outbound public by using default microsoft service tags. This change creates a new service tag and maps it to load balancers.
