Reason for Change:

Issue with TLS cipher ordering, switch to using an image which contains correct TLS 1.2 cipher ordering

Comment out 2004 pipeline since that's not a scenario we need to track https://docs.microsoft.com/en-us/azure/aks/windows-faq?tabs=azure-cli#which-windows-operating-systems-are-supported
