azure-cli {CI} Pipeline to auto sync resourceManagement.yml according to ADO Wiki Page

This PR creates a pipeline that automatically syncs the alias in the resourceManagement.yml file according to the ADO Wiki Page - Service Contact List on a scheduled basis.
