Description of Feature or Work Requested

We recently developed a new GA version for BillingRP and here is the public MSDN for the same: https://learn.microsoft.com/en-us/rest/api/billing/?view=rest-billing-2024-04-01.

Now we are looking to generate Azure CLI and powershell command lets for the same.

The api is already GA. We want to make sure the new GA has the powershell and CLI along with the release.
