Description

Here's the Intercept survey spec To be simple:

• We will present a message inviting users to fill in the intercept survey. Once the invitation has been displayed, it will not be displayed again in 180 days.
• We offer customers the possibility to opt-out and not receive the message anymore with AZURE_CORE_SURVEY_MESSAGE=false or az config set core.survey_message=false
• We provide a new command az survey for customer to open and fill in the survey
