Add previous releases to testing pipeline

Currently, we only run tests on the latest version & changes.

We should run tests on every supported version. Possibly that would just be the current version & changes, and the previous minor release version.

In our current testing infrastructure, we cannot detect breaks in previous releases such as #607.
