Add a GPU enabled Jupyter lab container

Describe the feature

The default jupyter lab container doesn't allow running GPU code. This container cschranz/gpu-jupyter:v1.5_cuda-11.6_ubuntu-20.04_python-only contains all the CUDA drivers to run GPU code
