OpenPBS : Unable to mix jobs with place=pack and place=scatter:excl

Job1 is running with place=scatter:excl using 10 cores on HC44rs => running on hc44rs-1 Job2 submitted with place=place asking for 20 cores on HC44rs => wrong assignment on hc44rs-1 should be assigned another machine
