Create default /localscratch and /scratch mount

Having default mount /localscratch and /scratch on optimized storage based on the VM SKUs and storage option will help in maintaining application scripts across configuration and will improve he reusability of them.

For example /localscrach can be on /mnt/resource when using a VM supporting ephemeral disks on CentOS while for those with NVMe by default mounted on NVMe.

/scratch could be on a lustre cluster when used or on a default NFS mount if any.
