Update and clean devcontainer.json

We added devcontainer for codespace support in https://github.com/Azure/awesome-azd/pull/217 and haven't been use it regularly. It's time to review and update it:

  1. remove dot in file name for devcontainer.json
  2. clean and update features in devcontainer.json
