Should we prompt apiVersion if the service is not versioning controled?

Currently TCGC will not prompt apiVersion in client level but we do this before. After adopting to tcgc this feature will be supported. We need to decide if we should prompt apiVersion if the service is not versioning controled in RLC and Modular.
