remove modelerfour.legacy-request-body flag to use new multi media type request in the code model

we will add a flag modelerfour.legacy-request-body in order to use the security scope from the code model. but we will still need to remove this flag and change the code generator to use new multi-media type requests in the code model. I create this issue to track the work.
