[Question] Error while launching Publisher tool in codespaces

Question Details

I tried running publisher using the instructions in https://github.com/Azure/apiops/tree/main/tools#debugging-in-github-codespaces

But the publisher unable to run and getting the below error

Expected behavior

Run as per instructions in https://github.com/Azure/apiops/tree/main/tools#debugging-in-github-codespaces
