[FEATURE REQ] add version and help options to publisher

Please describe the feature.

Please add version and help options to the publisher executable.

For example:

publisher --version
# 5.1.4

publisher --help
# ... help text here ....

Currently, attempting to get version or help throws an exception and shows a stack trace.
