Tag based filtering on API details page - shows no tags

APIs with tags in the OAS specifications allow for tag based grouping of operations where operations have the tags specified. On the developer portal > API details page where "Group by tag" feature is enabled, it re-organises the operations by grouping them under tags. The same tags are however not available for selection from the filter icon.

The tags are visible on the developer screen.

After some trial and error, we've found that, when tags are applied on the API settings (in Azure portal), they are available on the filter menu and scoped to showing just the tags that have been specified on the API. This works, however it isn't ideal as it requires all the tags to be manually added and managed separately. The other unintended effect is that the tags are also then added to the API List page filter which isn't the intention.

Is there some setting in APIM/Developer Portal or a trick on the API specification which would populate the filter option with the tags? Ideally the tags that seemingly drive (on the OAS) the "Group by tag" toggle would be the same one's available on the filter button.
