AKS K8S single node cluster support request

Title: AKS K8S single node cluster support request

Description: Currently, running AKS-HCI inside an Azure VM is far too complex and waste a lot of resources. The main problem is the requirement for HCI of 2-nodes. AKS should be able to be installed on a developer's laptop (running Windows and/or Windows server) to be installed and run as a single node Kubernetes cluster.

@ohault I'm using Rancher Desktop to have a local Kubernetes cluster for Linux container at developer machines. Having an AKS-HCI "dev" setup at a Windows Desktop on Hyper-V with Linux and Windows container support would be nice. Our developer machines and laptops have 64GB of memory these days, several smaller VMs would be ok.
