Unable to set custom templates for domain pre-approval or default site template content

I able to add mail templates, but I cannot then choose these as custom templates for domain pre-approval. In addition the site configuration invitation template is not sending the custom site template content. Has anyone else seen this problem? Can you only use SMTP templates for pre-approved domains?
