Import microscaling demo

I have an existing demo that shows microscaling workloads in DC/OS. It's currently housed at https://github.com/rgardler/acs-logging-test but it's grown appendages that are not actually used. I should import the parts that are used in a cleaned up form so that we can reuse them here.

This will be helpful in resolving #2 (creating a "pack" for tutorials for Global Azure Bootcamp)

I've started the process for this in the microscaling branch. I've selectively imported the code we need (with history). Still need to:

• [ ] update names of containers to be more representative of the microscaling demo
• [ ] check all builds work
• [ ] check remaining source is actually needed
• [ ] update documentation
• [ ] record new screencast
