Roadmap: ACR Networking - Increase ACR Private Endpoint (PE) limit to 1000

A lot of customers have been asking for 1k private endpoints attached per ACR, even for geo-replicated registries. This work item will specifically track ACR work on increasing attached ACR PE limit to 1k, including for geo-replicated registries.
