Patch container images in the registry using Copa

With the goal of improving the security for container images, we need to have the ability to patch container images on a regular basis. Project Copa https://github.com/project-copacetic/copacetic is intended to patch OS vulnerabilities in container images. We would like to add capability to continuously run the tool in ACR to product new patched images.
