Registry with replication stuck in creating state

Describe the bug When users create a registry with replication enabled using terraform templates. The registry gets stuck in creating state.

To Reproduce Steps to reproduce the behavior:

1. Create a registry using terraform templates with replication enabled

Expected behavior The registry should finish provisioning and allow users to store container artifacts.
