[Bug Report]: Tags - existing tags get deleted on subscription and rg level

Describe the bug

Currently, the Resources - Tags test deployment removes all tags after testing on that specific resource, i.e. subscriptions and resource groups.

To reproduce

1. Add tags to a subscription.
2. Deploy the Resources - Tags CI tests, to above subscription.
3. See results in Azure portal.
