FEAT Audio Frequency Converter

This is an area of research: We'd like to test how models that accept audio input respond when the audio file frequency is outside of the range of human hearing (e.g. 20 Hz - 20kHz).

Describe the solution you'd like

Create a converter that takes in an audio file and returns the same audio at a modified frequency.

Describe alternatives you've considered, if relevant

Some libraries to consider: scipy, pydub, torchaudio (have not explored these, they came up as suggestions for a search on "change audio frequency in python")
