Update support projects to .NET 6

Currently a number of supporting projects within the solution target .NET Core 3.1. These projects can be upgraded to .NET 6.

Including:

  • PSRule.Rules.Azure.Benchmark
  • PSRule.Rules.Azure.BuildTool
  • PSRule.Rules.Azure.Tests
