Default moodle version ends of support

General support of templates default moodle version 3.8 ends at 9 November 2020. Current LTS version is 3.9 Current Stable version is 3.10 Please, update templates.

Thanks for the heads up, pull requests welcome. This is an open source project so the first person to need this update will be the one to do it.

Moodle 3.8 and 3.9 are available via the completely customizable install method.
