Creating Logic apps template resource required incorrect permission

Describe the Bug with repro steps

When customer trying to create "Logic apps template" resource, the creation process stuck without completed. This happens 100% when the register api call fails with 403 or 404. 403 meaning that the user doesn't have the required permits

1.- Go to Logic Apps Templates resource 2.- Click in add 3.- Fill the required inputs 4.- Click in create
