Describe the Bug with repro steps

Steps to Reproduce:

1. Create a Standard Logic app.
2. Go to the workflow.
3. Add a stateful workflow.
4. Add an HTTP request trigger.
5. Add a "Call an Azure function" action and create a new connection.
6. Add a Service Bus connection and create a new connection.
7. Add a "Send Email" action and create a new connection.
8. Add a Compose action.
9. Save the logic app workflow.
10. Make changes in parameters.json and connection.json.
11. Refresh the logic app and go to the workflow.
12. Make some changes in the "Send an Email" action.
13. Save the workflow.
14. Go to connection. Json.

Expected: connection. Json should remain parameterized after making changes in the workflow. Actual: connection. Json became unparameterized after making changes in the workflow.
