#6494 didn't go far enough to fix "everything is collapsed by default"
Describe the issue
#6494 was a supposed fix for collapsing everything by default, but it doesn't go far enough.
- There should be a button int he top ribbon of buttons in designed, not buried in the first nested card in the design view.
- It should be added to the context menu when right-clicking a collapsible node. Using shift+click essentially guarantees no one knows about it prior to coming here to Github to complain about this unwanted "collapsed by default" behavior in the first place.
- Reverse the default, and allow users to collapse the nodes if desired, but do not force them into un-collapsing it as a repetitive habit to use this tool.
I'm not sure why this design choice was made, but it's pretty unwanted, from our point of view.

Additional context
Users should not have to undo a "collapse everything" every time the open edit or history views of a Logic App. It just adds unnecessary clicks.
