Keyboard focus doesn't retain back to the "More actions" control by invoking the "Cancel" button.

Describe the issue

I got the a11y bugs for my team, I verified on Azure portal, the same bug could be reproed.

repro step:

1.Select 'Recurrecnce' list option.

2.Navigate to ' Menu for Recurrence ' and select it.

3.Navigate all the list items and select 'Delete ' button.

4."Delete workflow action" popup appears.

5.Invoke the "Cancel" button and observe whether the keyboard focus loss is observed or not.
