Cant open two actions at the same time

Describe the issue

1. Open logic app designer
2. select an action to reference logic
3. open another action to insert/modify existing logic/values
4. action I opened for reference is gone now
5. cant have more than one action open at the same time, drastically increases development time.

Are you using new designer or old designer
