[GB Cert][P0]: When build a scheduled cloud flow and in designer page, found some characters show as TW language.

Describe the Bug with repro steps

1. Create a flow with recurrence trigger
2. Set language to Simplified Chinese (zh-CN).
3. Open parameters panel, click on settings tab.
4. Observe that some strings are in Traditional Chinese (zh-TW).
