SecureString parameter advises not to use a default value but requires a default value

Describe the Bug with repro steps

Create a parameter

Choose SecureString

Default field requires a value.

Set a default value.

Message displays advising that no default value should be used with SecureString parameter.

Lather, rinse, repeat.

This is the behavior we also have in old designer, so this isn't a bug per-say but it is something I think we should take another look at. I'll mark this as a feature request and follow up with some people to get clarification.
