Upgrade azcopy to the latest version.

What changes are you requesting?

Upgrade azcopy from 10.15 to 10.24+. There are new options added not available in the old one

What scenario are these changes enabling?

preserving symbolic links during copy, etc. See azcopy repo for changes

By how much does this change change the image size?

Probably minimal if at all.
